The concept of a Global Ocean Observing System, an internationally coordinated, scientifically based program for systematic data collection and exchange, is taking shape and gaining momentum at the national and international level.The Organization for Economic Cooperation and Development (OECD), an intergovernmental organization of twenty‐four countries with advanced market economies, is holding a series of Megascience Forums to discuss science projects of an international scale.
